TC17-02 Guidelines on reporting of investment and liability management performance

This circular provides updated “Guidelines on Reporting of Investment and Liability Management Performance” for statutory bodies. It replaces the previous Treasury Circular NSWTC 14-31 issued in December 2014.

TPP17-01 NSW Gateway Policy

The policy establishes the overarching framework for Gateway in NSW, with the objective of focusing Gateway resources on those investments that present the greatest risk profile, in order to deliver independent assurance to project owners and to Government as the investor. This will support delivery of value for money to NSW taxpayers from Government investment decisions from inception through to delivery and benefit realisation.

This Treasury policy and guidelines paper is to provide guidance and promote a consistent approach to appraisal and evaluation of public projects, programs and policies across the NSW Government. Agencies should use this NSW Government Guide to Cost-Benefit Analysis (Guide) when assessing all significant government projects, programs, policies and regulations. (Revised)

TC17-03 NSW Gateway Policy

This document is superseded by TPG22-12

The Government has approved a revised NSW Gateway Policy (TPP17-01). The new policy applies with immediate effect to all General Government agencies and Government businesses. The policy applies to State Owned Corporations to the extent made applicable under the Commercial Policy Framework. This Circular withdraws and replaces TC10-13 (Gateway Review System) and TC11-14 (Gateway Review System and Business Case Guidelines).

Guidance for AASB 16 Leases - New Lease Standards

The new accounting standard AASB 16 Leases (AASB 16) is effective for NSW public sector agencies from FY19-20 and replaces the current standard AASB 117 Leases. This Treasury guidance aims to provide a high-level summary of the new leasing standard including the practical transitional impacts and available simplifications.
