TC16-11 Mandatory principal arranged insurance (PAI) for all major capital works projects

This Circular requires all agencies, other than SOCs, to undertake Principal Arranged Insurance (PAI) through icare (on behalf of SICorp) for all government capital works projects estimated to cost $10 million or more. SOCs must demonstrate they can acquire PAI at a price more competitive than the price offered by icare. Agencies, including SOCs, are able to decide whether or not to insure for projects under $10 million. However if they decide to insure projects under $10 million, PAI must be organised through icare.

TPP16-03 Capital Structure Policy for Government Businesses

The purpose of the Capital Structure Policy is to outline the Government's expectations for the mix of debt and equity used to fund the capital needs of a Government business. The policy has been updated to determine the efficient capital structure for State Owned Corporations (SOCs) and other Government businesses.

TPP16-04 Financial Distribution Policy for Government Businesses

The purpose of the Financial Distributions Policy is to outline the Government's expectations for the payment of dividends by Government businesses. The policy also covers capital repayments, which represent a return of the Government's equity investment.

TC16-09 Infrastructure Investor Assurance Framework (IIAF)

The IIAF was endorsed by the Standing Cabinet Committee on Infrastructure on 30 June 2016. Relevant infrastructure delivery agencies are required to adhere to the protocols as outlined in the IIAF policy document as administered by Infrastructure NSW.

Treasury Reporting Guidelines Monthly Budget Profiles - Guide for Agencies (TOES July 2016)

Treasury has been collecting Agency Monthly Budget Profiles since August 2012. The collection method utilises a flat file to allow Agencies to phase annual budgets into months, and then upload into the Treasury On-line Entry System (TOES).

Monthly Budget Profile reporting applies to all General Government agencies.
