TPP14-03 Government Guarantee Fee Policy for Government Businesses

This has been superseded by TPG22-20. The purpose of the Government Guarantee Fee Policy for Government Businesses is to ensure competitive neutrality between Government businesses and their private sector counterparts with respect to the cost of debt. This working paper outlines the methodology to determine the amount of the guarantee fee.

TPP14-04 Financial Distributions Policy for Government Businesses

The purpose of the Financial Distribution Policy for Government Businesses is to outline the Government's expectations for the payment of dividends. The policy also covers capital repayments, which represent a return of the Government's equity investment.

TPP07-3 Service Costing in General Government Sector Agencies

This policy has been archived.

The aim of this Policy & Guidelines Paper is to assist General Government agencies develop a better understanding of their activities and services, and the assumptions underlying current and expected future service costs. It sets out guidelines for better practice, and it is expected that agencies and NSW Treasury will use the RSP process as a means to improve approaches to costing, as well as the quality of costing information, over time.

TPP07-4 Commercial Policy Framework- Guidelines for Financial Appraisal

The purpose of these Guidelines is to outline a consistent approach to the financial assessment of potential projects across all public sector organisations drawing on best practice methods in the private sector.

TPP07-7 Commercial Policy Framework - Treasury Management Policy

The purpose of the policy is to strengthen the existing framework for managing the risks associated with public sector agencies treasury functions. These functions include borrowings, investments, derivative transactions, debt and investment managementstructured finance transactions. The framework applies to all public sector agencies but isof greater relevance to Government businesses, given the extent of their involvement in treasury functions.

TPP06-10 Information and Communications Technology (ICT) Capital Investment Process

The ICT capital investment process detailed in this Policy and Guidelines Paper is aimed at ensuring agency ICT expenditure effectively and efficiently supports government service delivery priorities and is aligned with the NSW Government ICT Strategic Plan. (Also refer DFS 2014 ICT Investment Policy).

TPP02-7 Capital Structure Policy for Government Businesses

The key purpose of the Capital Structure Policy is to ensure that Government businesses are financed by an appropriate mixture of debt and equity. The policy outlines a commerciallybased methodology for determining an appropriate capital structure and a minimum-tomaximum capital structure range for a Government business. The methodology establishes surrogate mechanisms that replicate the disciplines and incentives of debt and equity markets.

TPP02-1 Policy Statement on the Application of Competitive Neutrality Policy and Guidelines Paper

Provides guidance and assistance to government businesses and other parties in giving effect to the NSW Government's commitment to implement competitive neutrality principles as part of National Competition Policy.

TPP01-2 Guidelines for Pricing of User Charges

This Policy and Guidelines Paper provides guidance to all other NSW Government agencies on pricing goods and services on a competitively neutral basis.
