The NSW Government has established an Independent Toll Review (also referred to as the ‘Toll Review’ and ‘Review’) to identify reform options to overhaul the toll network.

The Toll Review will ensure consistency, fairness, equitability and simplicity of toll road pricing, while ensuring our road network remains efficient and we meet our emissions reductions targets. For more information on the scope of the Review, please read the Terms of Reference.

The Independent Toll Review is led by Professor Allan Fels AO, former chairman of the Australian Competition & Consumer Commission, and Dr David Cousins AM, former Chair of the Prices Surveillance Authority and Director of Consumer Affairs Victoria.

The Government is committed to the review and its recommendations being made public. It indicated that the review would be open to submissions and would consult with the transport sector and the toll paying public.

 

Toll Review Interim Report

The Independent Reviewers released their Interim Report on 11 March 2024, which represents the progress of their work to date, including their initial findings and recommendations for toll reform. The Interim Report presents a new system of network pricing within a framework that allows for regular resets of pricing, while addressing competition and transparency concerns.

The Interim Report was informed by the 2023 Public Consultation process.

The views expressed in the report are of the Independent Reviewers and not representative of Treasury, Transport for NSW or government’s policy positions.

This Interim Report will serve as a platform for further consultation and stakeholder engagement to complete the Final Report in Q3 2024.

The consultation period on the Interim Report closed on 30 April, and the Independent Reviewers are now considering all feedback received in their preparation of the Final Report.
