TOES is the electronic on-line system that Treasury uses to collect agency financial data. Agencies are able to log into TOES via a VPN connection and directly enter data into the live system. A new method of transferring agency data into TOES was released for the 2010-11 year-end, view more details.
The financial data collected by Treasury via TOES includes Budget Information, Monthly Actuals, Projections and Year End Actuals. The data collections align with the timing of the various reports that Treasury is required to prepare including Budget Papers, Half Yearly Budget Review, Monthly Reports and Year End Consolidated Accounts.
Agencies are required to enter their Trial Balance and Supplementary Schedules into TOES. Once complete and balanced, agencies can run reports to generate Statements of Financial Performance, Financial Position and Cash Flows. A final check of these reports is suggested before Transmitting to Treasury.

Treasury is using a SAP based software CAPTOES to collect asset acquisitions data from agencies. In order to simplify data collection, agencies are no longer required to provide region splits (i.e. only town name and the electorate splits are required). The data is used for publishing Budget Paper 4 and Electorate Reports.
CAPTOES is a menu path accessible in the TOES system used by agencies to provide financial data on-line to Treasury. A copy of the user manual for the software is available for download by clicking CAPTOES User Manual .
Electorate Redistribution: The allocation of capital expenditure to electorates impacted by recent electorate redistribution was commencing 2007-08 Budget. The previous redistribution was eight years ago. As a result of the redistribution, many electorate boundaries were redrawn. In addition, nine new electorates were created and nine former electorates withdrawn. Details are available by clicking Guide to Electorates.
Staff preparing the CAPTOES data are requested to take special care in allocating to relevant towns and electorates.
The PAFA Register is part of the Treasury on-line entry system (TOES). It enables both PAFA Act authorities and Treasury analysts to quickly view PAFA Act approvals given under the Public Authorities (Financial Arrangements) Act 1987 (PAFA Act) and the status of those approvals.
System users can also access the PAFA register to see if they are an Authority in terms of PAFA Act, to view details of an authority’s PAFA Act Risk Management Reviews, an authority’s PAFA Act contact details and other authority details.
It also provides standard and ad hoc reports to find information on what powers an agency holds, who its PAFA contacts are.

FIS is the Treasury database, whose function is to store agency annual/monthly financial data, generate agency financial reports and generate aggregate (sector and whole-of-government) reports e.g. Budget Papers, data requests for the Australian Bureau of Statistics, Report on State Finances, and rating agencies.
